Industrial legacies, also known as brownfields, mainly refer to those sites that have been used for industrial production activities (Hayek et al., 2010).In China, more and more industrial sites originally located in the suburbs are surrounded by expanding urban areas and have to be relocated due to the acceleration of urbanization.From 2007 to 2011, the rate of capacity utilization of China׳s steel industry has been in the range of 79.5–81.3%. However, this indicator value decreased to 72%, 74.9% and 74.8% in 2012, 2013 and 2014, respectively [107].
